Sometimes when we are waiting on someone to start a job or just have a vacancy that needs to be filled for a short period of time we need someone to fill in the basic parts of the job.  The Kaw Members who depend on the services of the Kaw Nation sometimes have to wait for the permanent new hires and we want  our tribal members to start the process as soon as possible.

These positions will be short-term and temporary.  Pay rates, days and hours will vary based on the duties of the position.  All available members who would like to do these fill-in positions would have an interview to place them where they are best suited and comfortable working when needs arise.

KAW NATION POSITION DESCRIPTION
TITLE: POLICE OFFICER
IMMEDIATE SUPERVISOR: CHIEF OF POLICE
CONTROLLING SUPERVISOR: CHAIR
LOCATION: BRAMAN CASINO, KAW CITY

QUALIFICATIONS:
Candidates must have a valid Driver License and CLEET certification.  Each officer should possess good communication skills and be in good physical condition.  Weekend and nights required.  Officers can not have a criminal background.  Must be able to pass a drug test and adjudication.

RESPONSIBILITIES:

  1. Patrol Kaw Nation land, investigate, enforce, and cite or arrest violators of CFR, Tribal Law, and State and Federal laws and refer to proper authorities.
  1. Makes assigned, periodic inspections and patrols of buildings and property.
  1. Performs duties assigned by patrol checklist including an examination of all doors, windows, and gates and reports any irregularities to the Police Supervisor.
  1. Prepare complete and accurate reports with all of the facts.
  1. Report any fire, theft, or other dangerous or irregular occurrences to his/her supervisor.
  1. Record and report description(s) of person(s), license tag(s), and automobile(s) of unauthorized person(s) on property.
  1. Record and submit an accurate log sheet at the end of the each shift, which in addition to regular duties and irregular occurrences, records temperature and weather conditions.
  1. Testify in Tribal, Federal, and State courts when necessary.
  1. Serve court documents such as arrests warrants, search warrants, summons, subpoenas, and civil papers.
  1. Responds to request(s) for assistance on land under tribal jurisdiction.
  1. Provide back-up services when requested to Newkirk City Police and Kay County Sheriff’s Department.
  1. Perform any other responsibilities related to Tribal Police as assigned by the immediate/controlling supervisor.

TITLE: Court Clerk
IMMEDIATE SUPERVISOR: Chief Supreme Court Justice
LOCATION:Kaw City

SUMMARY:
This full-time position serves as Court Administrator, with the duty of assisting the lawful functioning of the tribal court.  Responsible for implementing and maintaining the clerical administration of the court.  Shall be subject to judicial proceedings by the Supreme Court Justices, with all employment related issues and decisions to be made by the Chair of the Kaw Nation.

MINIMUM QUALIFICATIONS:
Four years experience in responsible position in the administration of courts or a Bachelors degree in court room procedures or related field or any equivalent combination of education and experience.  Must have computer and data base experience..  Basic knowledge of legal system, terminology, and courtroom procedures.  Skill working in a responsive and pleasant manner with the public and court personnel.  Be familiar with the complete rules of the tribal court.  Must be able to maintain confidentiality.  Valid Driver’s license and must be insurable with Kaw Nation insurance carrier.

RESPONSIBILITIES:
Process complaints and other legal documents, draft subpoenas, warrants, writs, and other orders of the tribal court.  Maintain records of court proceedings. Responsible for the transcription of testimony, typing, preparing and mailing jury lists.Prepare court transcripts on request.  Collect and account for fines and other property taken into custody by the court.  File notices of petitions and appeals. Responsible for contacting witnesses, attorneys and litigants to obtain information and to inform/notify them when to appear in court. Responsible for all clerical and stenographic support of the court, including answering the phones.  Type all court papers and correspondence, maintain all pertinent files. Operate all business machines necessary to the court. Set hearing calendar on instruction from the judge.  Issue summons, subpoenas, and executions of documents. Maintain financial records of the court. Prepare and submit timely court budget and quarterly reports. Fill Jury panels. Give oaths to juries and witnesses or attorneys. Record minutes of each hearing. Receive and protect exhibits. Prepare judgments for signature.  Accept Bonds. Assist in criminal arraignments.  Responsible for all duties set forth in section 304, Powers and Duties of the Kaw Nation Law and Order Code at Chapter 5. Coordinate training of court personnel. Coordinate activities with other law enforcement and state agencies for the enforcement of tribal court orders. Perform all other duties as assigned by the immediate or controlling Supervisor.

TITLE: CHIEF OF POLICE
IMMEDIATE SUPERVISOR: CHAIR
Location: Kaw City

QUALIFICATIONS:

  1. Prepares work schedules for the Tribal Police Officers and work assignments when needed.

  3. Ensures that the Tribal Police remain in constant compliance with the Law Enforcement Contract.

TITLE: GRANT WRITER
IMMEDIATE SUPERVISOR: GRANT AND CONTRACTS DIRECTOR

QUALIFICATIONS:

Educational requirements include a minimum of a Bachelors degree in Business, Sociology, or related field.  At least five (5) years of experience at the level required for the position may be substituted for educational requirements.  Must possess superior verbal and written communication skills and demonstrated technical writing abilities.  Candidate will have demonstrated superior planning process skills and abilities and have a familiarity of Systems Theory and applications.  Candidate will have verifiable success in grant and contract development skills for at least two (2) years with an ability to teach others.  Must have at least three (3) years exhibited familiarity with federal grant program organization, administration, control, and other management skills.  Must also demonstrate an understanding and capabilities in evaluation research and application.

RESPONSIBILITIES:

  1. Perform the primary writing tasks on targeted grant requests and proposals.
  2. Technical writer for grant requests and proposals with assistance from program directors.
  3. Analyze all requirements presented in Request for Proposals (RFP’s) and/or grant applications, research appropriate data sources to develop and write effective proposals, requests written or verbal input from other experts when appropriate.
  4. Develop proposal schedules and outlines to identify all elements required in the proposal and the due dates for input.  Communicate this schedule to everyone responsible for the development , production, approval, and delivery of the proposal.
  5. Keep current on all pertinent Federal regulations to ensure compliance with proposal or grant requirements.  Work with appropriate departments to ensure applicable new policies are developed when necessary to meet new compliance requirements.
  6. When proposals are ready to submit to granting agencies, review the final write-up with appropriate in-house staff.
  7. Develop plans, strategies, and approaches to meet identified tribal community needs with ability to divide responsibilities between different persons while meeting overall time guidelines.
  8. Compile cultural, statistical, historical, and economic data for use in preparing proposals, documents, and correspondence.
  9. Provides technical assistance to program directors in preparing continuation funding or rewriting proposals and supplement requests.
  10. Assist Program Directors in developing surveys and conducting interviews within designated communities in order to establish detailed needs analysis.
  11. Researches federal, state, and other funding agencies regulations for funding sources and ensures that all grant and proposal applications are incompliance with those regulations.
  12. Assist in grant and contract monitoring in the areas of procedure development, documentation, and software spreadsheet development.
  13. Assist with/complete any other job duties that might be assigned by immediate/controlling supervisor.

TITLE: Environmental Technician

OVERVIEW:
The Environmental Technician will primarily be required to assist with environmental field work as instructed and participate in environmental objectives, goals, and activities of all Kaw Nation EPA Programs. The applicant must demonstrate the potential to succeed in the job and the ability to complete on-the-job training and certification.

RESPONSIBILITIES AND DUTIES:
Assist with water quality sampling and monitoring. Assist with air quality monitoring. Assist in indoor air quality sampling or monitoring. Participate in prescribe burns such as wetland. Participate in outreach programs such as recycling, educational outreach activities, community cleanup. Other duties as may be assigned and required by the EPA Director.

TITLE: Children’s Justice Project Case Manager (Part-time, 20 hrs per week)
IMMEDIATE SUPERVISOR: Chief of Staff

B.S. degree in Social Work, Psychology, Sociology, Children/Juvenile Justice, or closely related field with one of more years of work experience in the field of juvenile services.
RESPONSIBILITIES:

  1. Provide intervention and prevention services to Native American children in the Kaw Nation service area.
  1. Represent the Kaw Nation Children Services in our tribal jurisdiction and attend area health fairs and children’s justice events and trainings.
  1. Assist the Program Coordinator in organizing, preparing, and developing strategic plan and logic model with assistance of TTA.
  1. Work closely with tribal police, tribal court, Oklahoma Children Authority, state courts, and other service providers to implement prevention and intervention services.
  1. Maintain goals and objectives as identified in the Children’s Justice Program Grant.
  1. Provide case management services to child victims and their families, including home-based and referral services.
  1. Perform other related duties as may be required by immediate supervisor.

This position is funded through a Federally funded Grant. In the event of a Federal Government shutdown, or for any reason we are unable to draw down the Federal Grant monies, this position will be furloughed until such time as the Federal Grant monies are again available. In the event this grant ends, there is no guarantee of continued employment.

TITLE:  DIRECTOR OF FINANCE
IMMEDIATE SUPERVISOR:  CHIEF OF STAFF
CONTROLLING SUPERVISOR: CHAIR
STATUS: REGULAR, FULL-TIME
LOCATION: ADMINISTRATIVE OFFICES, KAW CITY, OK

QUALIFICATIONS:

Bachelors Degree in accounting or a degree in a related field, such as finance or business administration that includes 24-semester hours in accounting.  Experience in governmental accounting preferred.  Must possess a solid understanding of accounting theory, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB). Must be a self-starter, able to prioritize and manage multiple tasks simultaneously without loss of productivity and without close supervision.  Must be eligible to be bonded, at the expense of the government of Kaw Nation for a sum sufficient to protect the Nation from loss.

Knowledge of procedures and methods used to manage financial transactions, establish accounting procedures and systems to adequately account for tribal business income and sales, federal grants, and contracts.  Prepare financial reports, profit and loss statements, and oversee/direct investment programs.  Must understand and be knowledgeable in operating and capital budgeting concepts and indirect cost allocations.  Must prepare, submit and negotiate the annual IDC (Indirect Cost)  Rate proposal with the Office of Indirect Cost Services, Interior Business Center, Department of Justice.

RESPONSIBILITIES AND DUTIES:

Manage all government backed bonds with approval of the Chair.  A monthly summary of investment performance is prepared and presented each month to the Tribal Council.  Prepare and implement accounting procedures with the Accounting Director to upgrade internal controls.  Analyze monthly financial closings to insure proper accounting procedures have been followed according to Governmental Accounting Standards.  Monthly financial reports will be prepared and presented to the Tribal Council.  Oversee audits conducted on all tribal programs; interface with Kaw Nation Staff and audit team representatives to insure all requested data is provided timely with adequate supporting documentation and provide clarification where needed.

Prepare year-end closing entries.  Reconcile intercompany account balances (receivables and payables) with financial counterparts at the Nation’s other businesses.  Coordinate daily activities with financial employees in the Nation’s other businesses as required.  Manage bank account balances; redirecting cash received by the Nation to Departments, Grants, compacts and businesses as appropriate.  Prepare and negotiate annual Indirect Cost Proposal.  Present current financial reports at each monthly Tribal Council meeting and quarterly General Council meeting.  Attend and participate in grant proposal review meetings.  Complete cash draw downs on Grants and Contracts at least monthly.  Prepare final close reports on Grants and Contracts as needed. Maintain/Update Fixed Asset Listing based on Tribe construction/acquisitions.  Assure the Nation is covered by FDIC and that anything about the limit is covered by bonds—this is with any bank the Nation uses.

Prepare/submit monthly and quarterly financial reports for grants as required.  Provide monthly financial reports and general ledger entry detail to project Directors.  Respond to individual requests for information from project Directors and other Management.  Initiate annual budget process.  Prepare and distribute budget packets and budget instructions to appropriate Directors and assist in preparation of budgets as required.  Interpret budget directives and establish policies for carrying out directives.  Prepare Tribe’s annual Program Support Budget

Initiate and Coordinate Budget and Appropriations Committee budget review meetings (Schedule meetings, prepare agendas, direct meetings, document and distribute meeting minutes and provide committee approved budgets to the Tribal Council for approval).  Insure approved budgets are entered in the accounting system. Assist as needed in preparation of grant and contract project budgets. Assure that all budgets are prepared in accordance with the Budget and Appropriations Act and entered into the accounting system.

Monitor expenditures for compliance with federal appropriation laws, GASB-34, OMB Circular A-87, and other applicable federal and tribal law.  Monitor budgets throughout the year and ensure expenditure control.  Project future financial needs of the Kaw Nation, taking into considerations the various projects undertaken by the tribal organization.  Review operating budgets and analyze trends affecting budget needs.  Perform cost-benefits analyses as needed to compare operating programs, review financial requests, and explore alternative financing methods.  Complete any other duties assigned by the immediate or controlling supervisor.
