KAW NATION POSITION DESCRIPTION

TITLE: INTERNAL CONTROL AUDITOR

IMMEDIATE SUPERVISOR: COMMISSIONER

CONTROLLING SUPERVISOR: CHAIR

QUALIFICATIONS: (FULL TIME)

Prefer associated degree in accounting or one year of professional experience in auditing accounting, financial and operations records equivalent to an Auditor or relevant experience. Be familiar with preparing audits and audit finding. Must demonstrate experience and ability to handle and maintain records and write reports. Work independently and expediently to meet deadlines. Must be dependable, punctual and reliable. Ability to meet, communicate-verbally and written, and deal effectively with people and maintain favorable public relations. Must have a valid driver’s license and be insurable. Application must be able to pass drug screening and to obtain a Gaming License from the Kaw Nation Gaming Commission.

RESPONSIBILITIES:

Serves as an expert in matter of regulation and monitors performance in accordance with the NIGC, Tribal/State Compact, IGRA, IRS Laws, and Kaw Nation Gaming Ordinance, SICS, Money and Finance Regulations and other regulations as appropriate. The Internal Auditor makes recommendations to the KNGC and Gaming Commissioner(s), Director of Compliance and Casino Management on ways to bring the Casino into compliance with MICs-Minimum internal Control Standards and TICS-Tribal Internal Control Standards. Controls the release of information, respects and confidentiality, and maintains complete confidentiality. Assists with any gaming machine activity as needed or directed by the Commission including investigations of casino-related financial variances such as shortages, cage or vault theft, accounting fraud, and others.

Complete internal audits and reviews of the Tribe’s licensed gaming operations(s) annually and including the following departments; Audit revenue, Audit and Accounting, Bingo, Cage, Vault and Kiosk, Complimentary Service and items, Card Games, Drop and count, environmental, public health and safety, Gaming promotions and player tracking systems, Information Technology, Surveillance, and Table Games.

Documents all findings and develops files for each finding with an investigative report to KNGC, Casino Management and Compliance, Retains audit records for a minimum period of 5 years. Receives management responses to finding, conclusions and recommended changes and initiates meeting (with Commission, Compliance and Casino Management) to reach conclusions. Completes MICS Audit Checklist of all gaming facilities and issues a report. Verifies corrective actions are in place, documents, and notifies the Commission and Commissioner(s). Reviews the surveillance report on a daily basis. If actions are needed, research is conducted and writes a correction notice per report. Ensures all report are logged and filled for review. Ensure the currency counter testing is performed as all properties on a quarterly basis. Reviews TICS and Policies and Procedures for Compliance when auditing the department. Audits key long inventory quarterly.

Internal Control Auditors may be required to work shifts that my include odd hours, weekends, and holidays as assigned. Work is often in a standard office setting with periods of high concentrations of noise and second-hand tobacco smoke and other conditions associated with casino setting. Work will require travel and attendance at training.

KAW NATION POSITION DESCRIPTION

TITLE: Clinical Applications Coordinator

IMMEDIATE SUPERVISOR: Health Director

CONTROLLING SUPERVISOR: Kaw Nation Chair

STATUS: Regular, Full Time

LOCATION: Kanza Health Clinic, Newkirk, OK

QUALIFICATIONS:

Must have a Bachelor’s Degree in Business Administration or Public Health. Preferably 2 or more years’ experience in the information technology field. Ability to work independently and to maintain strict confidentiality. Must have excellent computer skills and good communication skills to communicate with supervisors and coworkers. Must have a valid driver’s license and be insurable.

RESPONSIBILITIES AND DUTIES:

  1. To act as a specialist in support of the daily interface between clinicians/medical
    staff/dental staff and the electronic health record/electronic dental record.
  2. Assess information in existing RPMS (Resource Patient Management System)
    which includes generating error reports and updating for the maintenance of EHR.
  3. Analyzes and evaluates processes related to information flow and serves as the
    liaison between Area Office for implementation purposes.
  4. Develops and maintains policies and procedures for the integration of the electronic records system.
  5. Provides training and end-user support to clinical staff emphasizing timeliness, accuracy and the
    importance of security.
  6. Install and configure EHR modules on computer systems.
  7. Provide problem resolution with ongoing utilization.
  8. Promotes awareness of data validity and security and participates in efforts to correct deficiencies and errors.
  9. Ensure the quality of medical records by verifying their completeness, accuracy, and proper entry into computer systems.
  10. Submit required reporting to IHS Area Office and CMS on Meaningful Use, GPRA, and/or MACRA, as applicable.
  11. Maintain professional relationships with clients, staff, management, tribal departments and other external partners to enhance and promote the effective and efficient use of the clinical software package.
  12. Attend all trainings related to Electronic Health Records and related software packages and other training as identified.
  13. Complete any other duties assigned by the immediate/controlling supervisor.

KAW NATION POSITION DESCRIPTION

TITLE: Child Care Development Fund Contact Representative

IMMEDIATE SUPERVISOR: CCDF Director

CONTROLLING SUPERVISOR: CHAIR

QUALIFICATIONS:

Requirement is a minimum of an Associate’s Degree or Child Development Associate Certification (CDA).  One year or more experience working in a childcare facility is preferred.  Must be able to pass a background check (no felony convictions or misdemeanor convictions for offenses relating to children) and drug test.  Must possess a valid driver’s licenses and be insurable.  Must demonstrate computer skills including but not limited to Excel, Word, and PowerPoint.  Position requires travel.

RESPONSIBILITIES:

  1. Responsible for taking applications for CCDF Program assistance and services within the Sedgwick and Cowley Counties of Kansas and Kay County of Oklahoma.
  2. Responsible for outreach, resource and referral services, developing and implementing quality activities to increase and enhance child care services throughout the CCDF service area.
  3. Conduct interviews with parents/guardians to determine eligibility for childcare assistance.
  4. Responsible for provider recruitment, completion, and updating Tribal Child Care provider agreements.
  5. Complete monthly claim forms for payment to childcare providers.
  6. Establish and maintain relationships with childcare service providers in Cowley and Sedgwick Counties in Kansas and Kay County in Oklahoma
  7. Responsible for completing assigned paperwork.
  8. Maintain Client confidentiality.
  9. Assist the Kanza Child Care Center Site Coordinator and Administrative Assistant in maintaining the accounting of payables and receivables to and from DHS/SRS, and private pay parties.
  10. Attend training of DHS/State of Oklahoma, and SRS/State of Kansas, Licensing Division requirements for childcare providers and comply with the agency policies.
  11. Perform any other work-related duties requested by the CCDF Director or Chair.

Must be able to set priorities, organize, coordinate work efficiently, and to establish good personal relations with parents, students and school staff.
RESPONSIBILITIES AND DUTIES:

  1. Coordinate JOM program activities on behalf of the Kaw Nation.
  2. Conduct quarterly JOM parent committee meetings.
  3. Develop the JOM education plan from information gathered from annual needs assessment.
  4. Provide research, administrative, clerical and support services relating to projects for the Education/Social Services Department.
  5. Assist students with scheduling tutoring or provide transportation.
  6. Manage JOM plan to achieve performance goals and objectives.
  7. Coordinate and administer Johnson O’Malley activities to meet the unmet needs of Native American students in the Kaw Nation service area.
  8. Develop and maintain a close relationship with local schools regarding Native students.
  9. Consult with parents, students and school’s regarding Native student’s progress.
  10. Proctor tests and monitor classroom during class time.
  11. Reinforce academic standards and integrity.
  12. Troubleshoot interactive television (ITV) equipment.

Candidates must have a valid Driver License.  BIA and/or CLEET Law Enforcement Certification preferred.  Each officer should possess good communication skills and be in good physical condition.  Weekend and nights required.  Officers can not have a criminal background.

RESPONSIBILITIES:

  • Patrol Kaw Nation land, investigate, enforce, and cite or arrest violators of CFR, Tribal Law, and State and Federal laws and refer to proper authorities.
  • Makes assigned, periodic inspections and patrols of buildings and property.
  • Performs duties assigned by patrol checklist including an examination of all doors, windows, and gates and reports any irregularities to the Police Supervisor.
  • Prepare complete and accurate reports with all of the facts.
  • Report any fire, theft, or other dangerous or irregular occurrences to his/her supervisor.
  • Record and report description(s) of person(s), license tag(s), and automobile(s) of unauthorized person(s) on property.
  • Record and submit an accurate log sheet at the end of the each shift, which in addition to regular duties and irregular occurrences, records temperature and weather conditions.
  • Testify in Tribal, Federal, and State courts when necessary.
  • Serve court documents such as arrests warrants, search warrants, summons, subpoenas, and civil papers.
  • Responds to request(s) for assistance on land under tribal jurisdiction.
  • Provide back-up services when requested to Newkirk City Police and Kay County Sheriff’s Department.
  • Perform any other responsibilities related to Tribal Police as assigned by the immediate/controlling supervisor.

TITLE: GRANT WRITER

IMMEDIATE SUPERVISOR: GRANT AND CONTRACTS DIRECTOR

QUALIFICATIONS:

Educational requirements include a minimum of a Bachelors degree in Business, Sociology, or related field.  At least five (5) years of experience at the level required for the position may be substituted for educational requirements.  Must possess superior verbal and written communication skills and demonstrated technical writing abilities.  Candidate will have demonstrated superior planning process skills and abilities and have a familiarity of Systems Theory and applications.  Candidate will have verifiable success in grant and contract development skills for at least two (2) years with an ability to teach others.  Must have at least three (3) years exhibited familiarity with federal grant program organization, administration, control, and other management skills.  Must also demonstrate an understanding and capabilities in evaluation research and application.

RESPONSIBILITIES:

  1. Perform the primary writing tasks on targeted grant requests and proposals.
  2. Technical writer for grant requests and proposals with assistance from program directors.
  3. Analyze all requirements presented in Request for Proposals (RFP’s) and/or grant applications, research appropriate data sources to develop and write effective proposals, requests written or verbal input from other experts when appropriate.
  4. Develop proposal schedules and outlines to identify all elements required in the proposal and the due dates for input.  Communicate this schedule to everyone responsible for the development , production, approval, and delivery of the proposal.
  5. Keep current on all pertinent Federal regulations to ensure compliance with proposal or grant requirements.  Work with appropriate departments to ensure applicable new policies are developed when necessary to meet new compliance requirements.
  6. When proposals are ready to submit to granting agencies, review the final write-up with appropriate in-house staff.
  7. Develop plans, strategies, and approaches to meet identified tribal community needs with ability to divide responsibilities between different persons while meeting overall time guidelines.
  8. Compile cultural, statistical, historical, and economic data for use in preparing proposals, documents, and correspondence.
  9. Provides technical assistance to program directors in preparing continuation funding or rewriting proposals and supplement requests.
  10. Assist Program Directors in developing surveys and conducting interviews within designated communities in order to establish detailed needs analysis.
  11. Researches federal, state, and other funding agencies regulations for funding sources and ensures that all grant and proposal applications are incompliance with those regulations.
  12. Assist in grant and contract monitoring in the areas of procedure development, documentation, and software spreadsheet development.
  13. Assist with/complete any other job duties that might be assigned by immediate/controlling supervisor.

TITLE: IT Specialist

IMMEDIATE SUPERVISOR: Chief of Staff

QUALIFICATIONS:

Requires an Associates or computer background in related field. Must have experience in Windows applications, configuring and troubleshooting with software and hardware. Strong problem-solving skills. Excellent communication skills. Pro-active, self-starter requiring minimal supervision. Must possess excellent administrative assistant skills (i.e. computer functions, typing, filing, copying, fax, and telephone systems) Confidentiality is at all times a must.

RESPONSIBILITIES:

  1. Installing and training of software applications.
  2. Installing, administering, and repairing hardware.
  3. Maintaining office equipment (i.e. copier, printers, fax machines, phone, etc…)
  4. Maintain security at all levels (employee, application, internet)
  5. Assists user to resolve computer-related problems such as inoperative hardware or software.
  6. Read technical journals and manuals and attend vendor seminars to learn about new computer hardware and software that will benefit the Nation.
  7. Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
  8. Evaluate the compatibility with existing systems, ease of use, and if software meets the needs of the program or department with the Nation.
  9. Develop and maintain installation, configuration, security/access and backup procedures
  10. Administer, support and troubleshoot software / hardware and overall network infrastructure including but not limited to: Windows 2003/2008, Exchange 2003/2010, Terminal Services, VMware, firewalls, routers, broadband connectivity, database servers, performance monitoring, back-ups, third party application support, etc.
  11. Create and upkeep network documentation including but not limited: network assessments, monthly maintenance plans, etc.
  12. Responsible for the installation, maintenance, and troubleshooting of all managed switches, routers, storage arrays, and servers with the position supervisor. Physically installs all new network equipment. Typically performs the initial installation and maintenance of all network-based software. Performs ongoing installations of new software and hardware and maintains existing Windows network.
  13. Be aware of departmental budgets for procurement objectives.
  14. Complete any other duties assigned by the immediate or controlling supervisor.

Candidate will possess a Doctor of Medicine or Doctor of Osteopathic Medicine degree from an accredited medical school and be licensed as a physician in the State of Oklahoma by the Oklahoma State Board of Medical Licensure. Candidate will possess certification/license by the United States Department of Justice, Drug Enforcement Administration (DEA) and the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control to prescribe and administer Schedule 2, 2N, 3, 3N, 4, and 5 narcotics.

At least two (2) years’ experience in general/family practice is preferred.  Experience providing healthcare to Native Americans preferred.  Applicant may not have any unresolved malpractice suits pending against him/her and shall not have any unresolved complaints on file in any state where he/she has a license to practice medicine.  Experience with computerized medical records systems preferred.  Computer literacy required.

RESPONSIBILITIES:

Physician is assigned the following duties and responsibilities to be performed in collaboration with the medical team:

  1. Provide physician services to patients of the Kanza Health Center including physical examinations, perform and/or order diagnostic procedures, interpret and evaluate test results discriminating between normal and abnormal findings to identify the presence of disease and/or disability.
  2. Document all patient services and treatment plans in RPMS Electronic Health Records in a timely manner.
  3. Comply with all appropriate requirements for clinic quality assurance and certification.
  4. Identify, diagnose, and manage specific illnesses and disease processes.
  5. Perform minor in-patient procedures consistent with training, competency, and privileges. Oversee patient adherence to medical and nursing regimens for stable chronically ill patients and adjust treatment plans.
  6. Provide supervision for all ambulatory clinic nurses.
  7. Provide medical director services to all components of the Kaw Health System.
  8. Maintain Oklahoma licensure.
  9. Perform other duties, consistent with the position, as required or assigned by the immediate supervisor or controlling supervisor.
