These positions will be short-term and temporary.  Pay rates, days and hours will vary based on the duties of the position.  All available members who would like to do these fill-in positions would have an interview to place them where they are best suited and comfortable working when needs arise.

KAW NATION POSITION DESCRIPTION

TITLE: Clinic Receptionist

IMMEDIATE SUPERVISOR: Health Director

CONTROLLING SUPERVISOR: Chief of Staff

STATUS: Regular, full-time

LOCATION:  Newkirk, OK

QUALIFICATIONS: High School Diploma or GED.  A minimum of 1 year experience in a health-care/dental office environment or related office experience. Must have the ability to multi task and coordinate work efficiently.  Must possess good oral communication.

RESPONSIBILITES AND DUTIES:

  1. Answer multiple phone lines.
  2. Check patients in and out.
  3. Schedule appointments for health clinic.
  4. Review patient registration data daily to update and correct patient information, ensuring all information is current.
  5. Assist patients in completing new or updated information.
  6. Make appointment reminder calls.
  7. Pull patient charts and maintain filing for dental records.
  8. Scan patient information into the electronic chart.
  9. Copy records requests received from patients, disability, other dental offices, attorney offices, etc.
  10. Assist with the ordering and inventory of supplies.
  11. Observance of strict confidentiality in all matters, responsibilities and duties performed under this position and adhere to the HIPAA (Privacy Act) in regards to patients’ medical information.

KAW NATION POSITION DESCRIPTION

TITLE: School Age Teacher

IMMEDIATE SUPERVISOR: Child Care Director

CONTROLLING SUPERVISOR: Child Care Manager

QUALIFICATIONS:

This person must be at least 18 years of age, have a high school diploma or GED and two (2) years of satisfactory full-time experience in a child care setting.  Child Development Associate (CDA) or Certified Childcare Professional (CCP) or relevant training and experience are preferred. Must be able to pass a background check, accreditation (no felony convictions or misdemeanor convictions for offenses relating to children) and Drug test.  Must possess a valid Drivers License and be insurable.

RESPONSIBILITIES:

The School Age Coordinator will be responsible for maintaining a safe and nurturing learning environment for children placed into his/her care.

  1. The School Age Coordinator must promote the Kanza Child Care Center (KCCC) in a positive way to parents and the community.
  2. Provide classroom management.
  3. Maintain classroom record-keeping that may include attendance, meal counts, and daily/weekly progress reports to parents.
  4. Develop and implement weekly lesson plans.
  5. Maintain client confidentiality.
  6. Attend local, state, regional and national child care meetings/training when deemed appropriate.
  7. Responsible for keeping classroom clean.
  8. Transport children to and from school, fieldtrips, etc.
  9. Complete any other duties as assigned by the immediate or controlling supervisor.

KAW NATION POSITION DESCRIPTION

TITLE: CHIEF OF STAFF

IMMEDIATE SUPERVISOR: TRIBAL CHAIR

CONTROLLING SUPERVISOR:  TRIBAL CHAIR

QUALIFICATIONS:

Bachelor’s Degree preferred in Business Administration or a related field of study desired.  Incumbent must have 2 to 3 years hands-on tribal Management experience with experience in federal program administration and reporting. Must possess working knowledge of tribal governmental structures and organizations. Must be able to communicate effectively with tribal members, tribal officials and government officials for accomplishing tribal goals and objectives. Must be capable of developing budget (s) and monitoring budget (s) for compliance.

Incumbent must have some comprehension of current Code of Federal Regulations, self-Governance, Federal trust obligations, and tribal sovereignty.

Responsibilities and Duties

  1. Directs and coordinates day-to-day operations as assistant to and under the direction of the Tribal Chair.
  2. Ensures federal regulations/policies are followed by all federal programs administered by the Kaw Nation.
  3. Supervises and coordinates administrative actions and personnel as directed by the Chair.
  4. Must keep abreast of federal agency regulations, programs, and policies to assist the Tribal Chair in making decisions, evaluations, and recommendations on programs available to federally recognized tribes.
  5. Reports to the Tribal Chair any major problems or potential problems spotted in the area of administration requiring attention and recommending possible solutions.
  6. Assists in preparing tentative budget plans to assure adherence to Tribal goals for personnel, fiscal, and property.
  7. Responsible for liaison/public relations correspondence to political and funding agencies under direction of the Tribal Chair.
  8. Serves as director to designated program coordinators.
  9. Other duties as assigned by Tribal Chair.

TITLE: Child Care Administrative Assistant

TITLE: EPA Summer Intern

IMMEDIATE SUPERVISOR: EPA Director

CONTROLLING SUPERVISOR: CHAIR

QUALIFICATIONS:

The Kaw Nation EPA is looking for a high school student and a college level student.  Position requires the ability to lift 25 pounds and data entry-level computer skills.  This position will require a minimum of 20 hours per week.  This position will be from June 1st through August 6th.

The applicant must be able to communicate well, both verbally and written format, and prepare and present technically correct and detailed material through presentations.  Must be at least eighteen years of age, possess a valid driver license and be insurable.

RESPONSIBILITIES:

  1. Responsibilities assisting in water, fish,  and macroinvertebrate sampling and analysis, mowing, recyclable outreach, air quality monitoring, data entry and other environmental related duties.

RESPONSIBLITIES:

  1. Work with Director and grant staff on all grant related duties as designated by Grants & Contracts Director.
  2. Complete federal financial reporting in a timely manner and distribute all monthly financials to program employees.
  3. Update and maintain internal grants/contracts monitoring system that provides all relevant information regarding grants in operation and development.
  4. Assist in federal grant/contract monitoring in the area of procedure development, documentation, software spreadsheet and database development.
  5. Assist grant team with proposals including writing, editing, table of contents, packaging, mailing, copies, preparing attachments and portal management.
  6. Prepare cover letters and award documentation for Chair signature.

TITLE: GRANT WRITER/PROGRAM DEVELOPMENT SPECIALIST

QUALIFICATIONS:

Educational requirements include a minimum of a Bachelor’s degree in Business, Sociology, or related field.  At least five (5) years of experience at the level required for the position may be substituted for educational requirements.  Must possess superior verbal and written communication skills and demonstrated technical writing abilities.  Candidate will have demonstrated superior planning process skills and abilities and have a familiarity of Systems Theory and applications.  Candidate will have verifiable success in grant and contract development skills for at least two (2) years with an ability to teach others.  Must have at least three (3) years exhibited familiarity with federal grant program organization, administration, control, and other management skills.  Must also demonstrate an understanding and capabilities in evaluation research and application.

RESPONSIBILITIES:

  1. Perform the primary writing tasks on targeted grant requests and proposals.
  2. Technical writer for grant requests and proposals with assistance from program directors.
  3. Analyze all requirements presented in Request for Proposals (RFP’s) and/or grant applications, research appropriate data sources to develop and write effective proposals, requests written or verbal input from other experts when appropriate.
  4. Develop proposal schedules and outlines to identify all elements required in the proposal and the due dates for input.  Communicate this schedule to everyone responsible for the development, production, approval, and delivery of the proposal.
  5. Keep current on all pertinent Federal regulations to ensure compliance with proposal or grant requirements.  Work with appropriate departments to ensure applicable new policies are developed when necessary to meet new compliance requirements.
  6. When proposals are ready to submit to granting agencies, review the final write-up with appropriate in-house staff.
  7. Develop plans, strategies, and approaches to meet identified tribal community needs with ability to divide responsibilities between different persons while meeting overall time guidelines.
  8. Compile cultural, statistical, historical, and economic data for use in preparing proposals, documents, and correspondence.
  9. Provides technical assistance to program directors in preparing continuation funding or rewriting proposals and supplement requests.
  10. Assist Program Directors in developing surveys and conducting interviews within designated communities in order to establish detailed needs analysis.
  11. Researches federal, state, and other funding agencies regulations for funding sources and ensures that all grant and proposal applications are incompliance with those regulations.
  12. Assist in grant and contract monitoring in the areas of procedure development, documentation, and software spreadsheet development.
  13. Assist with/complete any other job duties that might be assigned by immediate/controlling supervisor.

QUALIFICATIONS:

This person must be at least 18 years of age, must have or working toward obtaining CDA.  Must have experience working with young children.  Must have or be willing to complete certification in First Aid and CPR.  Must have ability to pass random drug testing requirements throughout employment.  Ability to pass an Oklahoma State Bureau of Investigation background check.  Cannot have been convicted of or pled guilty to any of the following:  Child Abuse or Neglect, Possession, Sale or Distribution of an illegal substance, sexual misconduct of any form and Assault and Battery.  Applicant must be willing to gain more knowledge, training, and ed experience in childhood development.

KAW NATION POSITION DESCRIPTION

TITLE: DIRECTOR OF FINANCE

IMMEDIATE SUPERVISOR: CHIEF OF STAFF

STATUS: REGULAR, FULL-TIME

LOCATION: ADMINISTRATIVE OFFICES, KAW NATION

QUALIFICATIONS:

Bachelors Degree in accounting or a degree in a related field, such as finance or business administration that includes 24-semester hours in accounting.  Experience in governmental accounting preferred.  Must possess a solid understanding of accounting theory, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB). Knowledge of procedures and methods used to manage financial transactions, establish accounting procedures and systems to adequately account for tribal business income and sales, federal grants, and contracts.  Prepare financial reports, profit and loss statements, and oversee/direct investment programs.  Must understand and be knowledgeable in operating and capital budgeting concepts and indirect cost allocations.  Must prepare, submit and negotiate the annual IDC (Indirect Cost)  Rate proposal with the Office of Indirect Cost Services, Interior Business Center, Department of Justice. Must be a self-starter, able to prioritize and manage multiple tasks simultaneously without loss of productivity and without close supervision.  Must be eligible to be bonded, at the expense of the government of Kaw Nation for a sum sufficient to protect the Nation from loss.

RESPONSIBILITIES AND DUTIES:

  1. Manage all government backed bonds with approval of the Chair.  A monthly summary of investment performance is prepared and presented each month to the Tribal Council.
  2. Prepare and implement accounting procedures with the Accounting Director to upgrade internal controls.
  3. Analyze monthly financial closings to insure proper accounting procedures have been followed according to Governmental Accounting Standards.  Monthly financial reports will be prepared and presented to the Tribal Council.
  4. Oversee audits conducted on all tribal programs; interface with Kaw Nation Staff and audit team representatives to insure all requested data is provided timely with adequate supporting documentation and provide clarification where needed.
  5. Prepare year-end closing entries.
  6. Reconcile intercompany account balances (receivables and payables) with financial counterparts at the Nation’s other businesses.  Coordinate daily activities with financial employees in the Nation’s other businesses as required.
  7. Manage bank account balances; redirecting cash received by the Nation to Departments, Grants, compacts and businesses as appropriate.
  8. Prepare and negotiate annual Indirect Cost Proposal.
  9. Present current financial reports at each monthly Tribal Council meeting and quarterly General Council meeting.
  10. Attend and participate in grant proposal review meetings.
  11. Complete cash draw downs on Grants and Contracts at least monthly.
  12. Prepare final close reports on Grants and Contracts as needed.
  13. Maintain/Update Fixed Asset Listing based on Tribe construction/acquisitions.
  14. Assure the Nation is covered by FDIC and that anything above the limit is covered by bonds—this is with any bank the Nation uses.
  15. Prepare/submit monthly and quarterly financial reports for grants as required.
  16. Provide monthly financial reports and general ledger entry detail to project Directors.
  17. Respond to individual requests for information from project Directors and other Management.
  18. Initiate annual budget process.  Prepare and distribute budget packets and budget instructions to appropriate Directors and assist in preparation of budgets as required.
  19. Interpret budget directives and establish policies for carrying out directives.
  20. Prepare Tribe’s annual Program Support Budget.
  21. Initiate and Coordinate Budget and Appropriations Committee budget review meetings (Schedule meetings, prepare agendas, direct meetings, document and distribute meeting minutes and provide committee approved budgets to the Tribal Council for approval).
  22. Insure approved budgets are entered in the accounting system.
  23. Assist as needed in preparation of grant and contract project budgets. Assure that all budgets are prepared in accordance with the Budget and Appropriations Act and entered into the accounting system.
  24. Monitor expenditures for compliance with federal appropriation laws, GASB-34, OMB Uniform Guidance, and other applicable federal and tribal law.
  25. Monitor budgets throughout the year and ensure expenditure control.
  26. Project future financial needs of the Kaw Nation, taking into considerations the various projects undertaken by the tribal organization.
  27. Review operating budgets and analyze trends affecting budget needs.
  28. Perform cost-benefits analyses as needed to compare operating programs, review financial requests, and explore alternative financing methods.
  29. Complete any other duties assigned by the immediate or controlling supervisor.

KAW NATION POSITION DESCRIPTION

TITLE: PHYSICIAN

IMMEDIATE SUPERVISOR: HEALTH DIRECTOR

CONTROLLING SUPERVISOR: CHAIR OF KAW NATION

QUALIFICATIONS:

Candidate will possess a Doctor of Medicine or Doctor of Osteopathic Medicine degree from an accredited medical school and be licensed as a physician in the State of Oklahoma by the Oklahoma State Board of Medical Licensure. Candidate will possess certification/license by the United States Department of Justice, Drug Enforcement Administration (DEA) and the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control to prescribe and administer Schedule 2, 2N, 3, 3N, 4, and 5 narcotics.

At least two (2) years’ experience in general/family practice is preferred.  Experience providing healthcare to Native Americans preferred.  Applicant may not have any unresolved malpractice suits pending against him/her and shall not have any unresolved complaints on file in any state where he/she has a license to practice medicine.  Experience with computerized medical records systems preferred.  Computer literacy required.

RESPONSIBILITIES:

Physician is assigned the following duties and responsibilities to be performed in collaboration with the medical team:

  1. Provide physician services to patients of the Kanza Health Center including physical examinations, perform and/or order diagnostic procedures, interpret and evaluate test results discriminating between normal and abnormal findings to identify the presence of disease and/or disability.
  2. Document all patient services and treatment plans in RPMS Electronic Health Records in a timely manner.
  3. Comply with all appropriate requirements for clinic quality assurance and certification.
  4. Identify, diagnose, and manage specific illnesses and disease processes.
  5. Perform minor in-patient procedures consistent with training, competency, and privileges. Oversee patient adherence to medical and nursing regimens for stable chronically ill patients and adjust treatment plans.
  6. Provide supervision for all ambulatory clinic nurses.
  7. Provide medical director services to all components of the Kaw Health System.
  8. Maintain Oklahoma licensure.
  9. Perform other duties, consistent with the position, as required or assigned by the immediate supervisor or controlling supervisor.
