JOM SPECIALIST

POSITION: (JOM) Johnson O’Malley Specialist

RESPONSIBILITIES:

  • Meet with Administrators, Councilors, and Teachers of JOM students in the Kaw Nation service area to create a tutoring program to meet student academic needs.
  • Work with JOM Resource Advisor and JOM Coordinator to conduct the annual needs assessment survey to develop a program to meet the needs of the JOM students.
  • Work and help identifying parents for the JOM parent committee to advise the JOM program on the needs of the students and the program.
  • Attend Monthly JOM parent committee meetings.
  • Develop a partnership with each school Indian Education Director, Federal Program Director, Principal, and Superintendent that has JOM students in the Kaw Nation service area.
  • Help set up a fall enrollment date for JOM students at each school site in the Kaw Nation Service area.
  • Be prepared to enroll students in the JOM program throughout the year.
  • Develop and maintain a list of JOM students in the Kaw Nation Tribal service area.
  • Collect, copy, maintain, and share all documents with Kanza Human Development Division Intake Specialist and Case Manager.
  • Develop and maintain an electronic file on JOM students.
  • Answer emails, letters, phone calls, in a timely manner.
  • Process all financial responsibilities of the JOM program in a timely manner.
  • Keep an inventory of all JOM equipment.
  • Monthly report due on the last week of each month.
  • In-state and out-of-state training is required for this position.
  • Attend Tribal Council and General Council meetings if requested.

QUALIFICATIONS:

Bachelor degree in business, public administration, emergency management, safety and one (1) year of professional experience in emergency preparedness or operations at the tribal, state, city or federal level, or safety/code compliance experience, substituting for college education.  May satisfy education and/or experience requirements with an appropriate combination of additional education, experience, training, or project management.  Must be able to pass a background check, drug test and maintain such status, as well as possess and maintain a valid driver’s license and be and continue to be insurable. 

Responsibilities and Duties:

  1. Must be able to conduct Emergency Management activities as related to the Federal Emergency Management Agency (FEMA), including coordination and planning. Be able to conduct damage assessment and administer tracking of Federal and Tribal funds allocated for disaster recovery operations. Write and Update Emergency Operation Plans, Emergency Action Plans, Standard Operation Plans, and Continuity of Operations Plans in respect to Federal Standards.
  2. Must have a working knowledge of code enforcement principles, practices and methods as are applicable. Be able to conduct field investigations of potential violations; gather evidence; question or interrogate complainants, witnesses and suspects; records and documents; compare facts to code requirements; make findings; and give report to Chair.
  3. Must have a working knowledge of applicable laws, standards and regulations relating to safety codes, (OSHA), and working knowledge of inspection techniques as it pertains to Tribal Nations.
  4. Shall provide leadership in and the development of a strategic plan and outreach materials for the tribal community.
  5. Must be able to manage emergency equipment such as generators, fire extinguishers, AED machines and other devices ensuring that they are inspected and fully operational, as well as conduct necessary trainings.

Requirement is a minimum of an Associate’s Degree in Sociology, Psychology, Social Work or related social service field and a minimum of two years’ experience in social services work in public or private sector. Requires proven ability to read court orders, to assess/evaluate written legal documents, and to implement child support guidelines.  Work history should reflect proficiency in case management and participation in court intervention cases concerning child support enforcement issues. Must demonstrate knowledge of interview methods and techniques.  Must have strong computer skills in the use of Microsoft Word, Excel, Access and other data-related software programs.  Must possess excellent oral and written communication skills.  Must exhibit the ability to recognize and use accordingly skills related to confidentiality issues and professionalism issues. POSITION SUMMARY:

This position involves serving as the lead liaison between KNCSS and the participant. The position requires excellent organizational skills as well as the ability to multi-task and maintain numerous files simultaneously. The Child Support Services Case Specialist shall be required to maintain adequate knowledge regarding the status of each case assigned to them. It is incumbent upon the case specialist to possess strong communication skills.

The Case Specialist will provide comprehensive child support services to children, custodial parent, and non-custodial parent by performing advanced level of services including interviews, investigations, financial negotiations, and collections.  Work includes monitoring ongoing cases, conducting extensive research and interviews, assisting in the preparation and modification of legal documents, negotiating stipulations, coordinating the processing of warrants and hearings, documenting financial activities and producing statistical and reports. The Case Specialist will also serve as the liaison between KNCSS and the various tribal and state courts. 

The CSS Case Specialist will be under the direction and supervision of the Child Support Services Director.

RESPONSIBILITIES:

  1. Perform case management services for all active clients utilizing management tools to ensure strict adherence to Federal, State, and Tribal agreements to increase consistent, long-term financial support and other services for client children.
  2. Maintain proficiency in the Kaw Nation Child Support Services codes, policies and procedures. Follow all procedures established by the Child Support Services Program to identify client needs and to provide case management services.
  3. Receive training and maintain certifications to perform buccal swab genetic testing.
  4. Communicate and coordinate with appropriate personnel regarding enforcement, service of process, returns, and other necessary information designed to promote establishment and enforcement of child support.
  5. Provide timely reports and updates with key personnel to ensure information is adequately shared among staff.
  6. Coordinate client services with the enforcement coordinator to ensure childcare services, GED programs, DHS, employment and training programs are identified in order to assist clients in removing barriers to employment.
  7. Responsible for working with other jurisdictions to collect debts, locate parents, facilitate write-offs, and gain full faith and credit on foreign orders.
  8. Prepare case quarterly reports for submission to the Child Support Services Director.
  9. Professionally represent the child support program and attend various community meetings and events to promote the goals and market the services of the program.
  10. Meticulously maintain client files by keeping clear records of actions, conversations, and correspondence.
  11. Receive training as necessary, including some out-of-state travel.
  12. Perform any other work-related duties as assigned by immediate or controlling supervisor.

QUALIFICATIONS:

Minimum education level of A.S. or preferably a B.S. majoring in Accounting or a Business Administration major with six years of diversified practical experience in accounting.  Possess the ability to effectively communicate with all elements of management.

RESPONSIBILITIES: 

This position involves the monitoring, disbursement, and collection of all child support payments received by the Kaw Nation Child Support Services Program (CSS) from various sources.  This position must have the ability to properly process all of the payments that may be received by the Tribal CSS and timely disburse the collections as soon as appropriate.  The ability to complete complex child support calculations and accurately certify accounts to clients, courts, attorneys and other state and Tribal jurisdictions is necessary for the fulfillment of this position.

This position will serve as the official record keeper of all the Tribal CSS financial records.

  1. Maintain proficiency in the Kaw Nation Child Support Services codes, policies and procedures.  Follow all procedures established by the Child Support Services Program to identify client needs and to provide case management services.
  2. Maintain accurate and complete financial records for each Tribal CSE case where a child support court order has been established.
  3. Maintain and modify Excel spreadsheet equations so accounts debit and charge accurately.
  4. Prepare and provide complex certified account statements to each client annually, upon request of a client and prior to a court hearing for modification.
  5. Address any concerns or questions a Tribal CSS customer or staff member may have regarding the status of a child support account.
  6. Read and understand complex child support account statements from other jurisdictions across the country.
  7. Contact sources for income verification to collect data for cases requiring legal action; calculate child support obligations and debts; initiates appropriate collection actions; negotiates repayment of child support debts.
  8. Assist the Child Support Attorney in court by providing the necessary information and documentation on cases referred; testify in court as needed.
  9. Prepares and provides timely required paperwork and reports on assigned caseload to ensure proper notice and actions and the status of each case
  10. Familiarity with Kaw Nation Culture.
  11. Responsible for working other jurisdictions to collect debts, locate parents, facilitate write-offs, and gain full faith and credit on foreign orders.
  12. Prepare case quarterly reports for submission to the Child Support Services Director
  13. Professionally represent the child support program and attend various community meetings and events to promote the goals and market the services of the program.

        All positions share the following duties and responsibilities, with some variation based on scope of practice:

        Responsibilities and Duties:

        This position will be responsible for the management, supervision and administration of the Kaw Nation Library & Learning Center in addition to all aspects of library operations, including providing library administration and performing all related library services, its staff, and its patrons.  Duties shall include the following:

        1. Communicate and maintain effective working relationships with Tribal members, staff and local community members. Coordinate departmental involvement with Library Director when pursuing additional funding for the learning center, develop relationships with and be a liaison to the community and local school systems.
        2. Keep Library Director apprised of needs for library supplies, patron requests, and planned activities. Responsible for implementation and monitoring of all library objectives and activities. Create a monthly calendar of activities that can be posted on social media sites to encourage library patrons to participate. Work with Library Director to build library capacity regarding programs, activities and events.
        1. Perform standard daily library duties; selection, acquisition, cataloguing, classifying, circulating, preparation, organization and maintenance of library materials and periodicals, which includes maintaining proper records for loaned materials, sorting and shelving materials, inspecting and repairing materials if or when damaged. Periodically update book displays, bulletin boards and other areas within the library, including StoryWalk.
        2.         QUALIFICATIONS:

        Candidates must have a valid Driver License.  BIA and/or CLEET Law Enforcement Certification preferred.  Each officer should possess good communication skills and be in good physical condition.  Weekend and nights required.  Officers can not have a criminal background. 

        RESPONSIBILITIES:

        • Patrol Kaw Nation land, investigate, enforce, and cite or arrest violators of CFR, Tribal Law, and State and Federal laws and refer to proper authorities.
        • Makes assigned, periodic inspections and patrols of buildings and property.
        • Performs duties assigned by patrol checklist including an examination of all doors, windows, and gates and reports any irregularities to the Police Supervisor.
        • Prepare complete and accurate reports with all of the facts.
        • Report any fire, theft, or other dangerous or irregular occurrences to his/her supervisor.
        • Record and report description(s) of person(s), license tag(s), and automobile(s) of unauthorized person(s) on property.
        • Record and submit an accurate log sheet at the end of the each shift, which in addition to regular duties and irregular occurrences, records temperature and weather conditions.
        • Testify in Tribal, Federal, and State courts when necessary.
        • Serve court documents such as arrests warrants, search warrants, summons, subpoenas, and civil papers.
        • Responds to request(s) for assistance on land under tribal jurisdiction.
        • Provide back-up services when requested to Newkirk City Police and Kay County Sheriff’s Department.
        • Perform any other responsibilities related to Tribal Police as assigned by the immediate/controlling supervisor.

        The position will require a comprehensive knowledge and understanding of the Indian Child Welfare Act and Family Services Act, case planning and case management experience, a working knowledge of court intervention cases in both Tribal and State Court, and familiar with community tribal resources for families.

        QUALIFICATIONS:

        Preferred, but not require; Bachelor’s degree in Social Work, Sociology, Psychology, or three (3) years field experience in Social Services work in the public or private sector.   Must have a basic knowledge of Microsoft Word and Excel.  Must have good verbal and written communication skills.   Must be able to work in diverse situations and atmospheres related to family function.  Also, must be able to work as a team player and maintain professionalism at all times.  Applicant must be able to pass a background check (no felony convictions or misdemeanor convictions for offenses relating to children).  Must possess a valid State of Oklahoma Vehicle Operator’s License and be able to pass a physical examination. Must have a willingness to be on call on certain nights and weekends.

        RESPONSIBILITIES:

        1. Assists ICW Director with accomplishing goals of the Indian Child Welfare Program, Child Care Development Block Grant, and the Promoting Safe and Stable Families Program (PSSF) within the Kaw Nation Jurisdiction as described by the program goals and objectives.
        2. Will serve as a field caseworker between Indian families in the Kaw Nation’s jurisdiction as assigned.
        3. Will assists the ICW Director with field casework between Indian families in the Kaw Nation’s jurisdiction.
        4. Ability to keep all information confidential due to subject matter.
        5. Attend orientation of DHS, State of Oklahoma Licensing Requirements for childcare centers, and comply with the policies.
        6. Performs any other duties as assigned.

        QUALIFICATIONS:

        Candidate will possess a Doctor of Pharmacy degree from an accredited pharmacy school and be licensed as a pharmacist in the State of Oklahoma by the Oklahoma State Board of Pharmacy. Candidate will possess certification/license by the United States Department of Justice, Drug Enforcement Administration (DEA) and the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control for Schedule 2, 2N, 3, 3N, 4, and 5 narcotics.

        At least two (2) years’ experience in pharmacy practice is preferred.  Experience in a Native American healthcare setting is also preferred.  Applicant may not have any unresolved malpractice suits pending against him/her and shall not have any unresolved complaints on file in any state where he/she has a license to practice as a pharmacist.  Experience with computerized pharmacy records systems preferred.  Computer literacy required.

        RESPONSIBILITIES:

        Pharmacist is assigned the following duties and responsibilities to be performed in collaboration with the pharmacy team:

        1. Responsible for compounding and dispensing medicines using standard physical and chemical procedures to fill authorized prescriptions.
        1. Consult with medical staff and make recommendations for the formulary based upon various criteria.
        1. Maintain adequate stock and control of all medications, including narcotics.
        1. Verifies validity and checks drugs, dosage, interactions, dosage forms and labels for all prescriptions.
        1. Provides complete oral instructions and education to patients.
        1. Compounds bulk medications and prepackaged drugs.
        1. Supervises pharmacy staff.
        1. Demonstrates excellent familiarity and capability with third party billing processes and procedures.

        LAND MANAGEMENT DIRECTOR

Must be able to set priorities, organize, coordinate work efficiently, and establish good personal relations with other office workers and work independently and creatively.  Must be able to communicate well, both verbally and written format, and prepare and present technically correct and detailed material through presentations.  Must be at least eighteen years of age, possess a valid driver license and be insurable. 

        OVERVIEW:

        The land management officer is responsible for the Nations land inventory and classification program, land disposal program through sale, lease or exchange, and land acquisitions. Additional responsibilities involve coordination with federal, state and local governments on land management issues. Land Managers, maintain and develop forests, rangelands and other natural sites for conservation or resource development

        RESPONSIBILITIES AMD DUTIES:

        1. Other duties maybe assigned and required by the KNED Director.
        2. Work with private landowners and government agents
        3. Maintain current knowledge of pertinent legislation and land use regulations
        4. Design and implement ways to improve the land with minimal environmental impact
        5. Design, implement and evaluate programs to sustain the land and its wildlife
